The New York State legislature passed a new governance bill that was signed into law by Governor Paterson on August 11, 2009. This school governance law extends mayoral control of the New York City school system and mandates the establishment of a Citywide Council on English Language Learners and the reestablishment of the Citywide Council on Special Education. In accordance with the requests of this legislation the New York City Department of Education is holding special elections.
